What Early 90's Cartoon Had A Cop With Projectile Handcuffs?

The main character as best as I can remember was a cop. His handcuffs shot off of his right wrist if im not mistaken. I want to say the enemy in the cartoon was some sort of Kingpin character that may have had a metal hand. It was on the air in the early 90's I believe.
