The cuffs were put on too tight when i got arrested....:(?

You were lucky they bothered to loosen them at all. I'm sure they have heard that complaint a hundred times from people who think they can get away or overpower an officer. They aren't obligated to make you comfortable, getting arrested isn't supposed to be a pleasant experience.
